Job Description

Strategic Planning • Develop IT strategy in line with the strategy to support in the achievement of

Departmental objectives

• Ensure implementation of IT strategy and related strategic plans in order to achieve

agreed upon strategic goals and objectives

• Develop, and update IT organizational structure –with compliance to relevant

policies- to ensure meeting different business needs and requirements.

• Oversees all aspects of technology within the company, align technology-related

decisions with the company goals. In addition to establishing the various roles within

the IT department. Creates policies around technology infrastructure. Researches

and develops important technology to implement

2. Budgeting •

Prepare and recommend the IT budget by conducting analysis and preparing data

related to specific elements as directed

• Monitor financial performance versus budget so the business is aware of anticipated

costs/revenues, areas of under-performance are identified and potential areas of

cost reduction or performance improvement opportunities are capitalized upon.

Operations Management

• Lead the daily operations of IT division to ensure that work processes are

implemented as designed and comply with established policies and procedures

• Manage the preparation of timely and accurate reports to meet company and Unit

requirements, policies and standards

• Lead the execution and delivery of internal project by planning, organizing,

overseeing of various project activities to ensure meeting agreed project parameters

(cost budget, timelines, scope and quality)

4. Digital Strategy •

Evaluate and identify appropriate digital platforms (including web application

frameworks and the deployment stack) for delivering the company’s services

• Collaborate with the appropriate business department to assess and recommend

technologies that support of the organizational needs

• Consumer liaison by focusing on delivering projects aligning with customer needs,

customer relations, understanding target markets and aiding in the delivery of IT

projects to market.

5. IT Development & Transformation

• Discover and implement new technologies that will yield a competitive advantage.

• Outline the goals for research and development.

• Embed Digital tools across the organization to resolve pain points & capitalize on

Digital transformation opportunities of the line of service.

• Help departments use technology efficiently and lucratively.

• Have a firm grasp of technology trends.

• Design and implement tailored pathways of upskilling, adoption and innovation fit

for the business needs of strategic units within the company

• Manage the entire work plan for the Digital transition, provide status reports, locate

problems and control risks.

• Ensure that the strategies align with the business objective and create a sustained

improvement and innovation culture

• Analyse market trends, assesse the competitive landscape, and creating a roadmap

for digital transformation

6. IT Network & Infrastructure

• Direct development and execution of an enterprise-wide disaster recovery and

provide technology support for business continuity plan.

• Ensure the availability and accessibility of critical data during a disaster by

implementing robust data backup and recovery solutions, establishing data

retention policies, and conducting regular data recovery tests to validate the

effectiveness of the disaster recovery plan.

• Lead the operation, maintenance, and projects related to IT Infrastructure systems

including, but not limited to: network, computing, security, IP telephony, IPTV

7. Database and Information Management

• Direct the integrity and maintenance of Database centres on daily basis and

ensure the availability of backups when required

• Keep records of stored information by their importance and business impact

• Develop and implement strategies for database and information management to

support effective disaster recovery, including data backup and replication, data

integrity and consistency measures, and data recovery procedures.

8. Relationship Management

• Select and manage IT service providers as per the company business needs and

requirements, by issuing Requests for Proposal (RFPs)

• Maintain the relationship with governmental IT service providers such as Simah

and Yaqeen

9. Cyber Security

• Ensuring that standards, processes and procedures reflect security requirements

(if applicable);

• Ensuring that individuals accept and comply with the cyber security policy,

supporting standards and procedures when they are issued and updated;

10. People Management • Manage the activities and work of subordinates and evaluate their performance by

providing formal and informal feedback to ensure that all work within a specific

area is carried out in an efficient manner and in accordance with set individual


• Stimulate subordinates and manage the identification of opportunities for

continuous improvement of systems, processes and practices taking into account

‘international best practice’, improvement of business processes, cost reduction

and productivity improvement

11. Policies, Processes & Procedures

• Recommend improvements to IT policies and direct the implementation of

procedures and controls covering all areas of IT activity so that all relevant

procedural/legislative requirements are fulfilled while delivering a quality, cost-

effective services

• Ensure compliance to all relevant safety, quality and environmental management

policies, procedures and controls across the section in order to guarantee employee

safety, legislative compliance and a responsible environmental attitude

• Ensure that all technology practices adhere to regulatory standards.
